Disaster Response Exercise Planner/Instructor

EDUCATION: A Master’s degree in the discipline of Disaster Management, Emergency Management, or a related field. 

STATUS: 1099 Contract position - 1 week long courses, Bangladesh 


To provide exercise planning and facilitation to mid to senior level professionals in the area of disaster management. The exercise series is designed to enhance Bangladesh’s national disaster response capabilities in several areas, including: military support to civilian authorities; reception and management of foreign disaster assistance; coordinating whole-of-government emergency operations; employing an incident command system; and conducting civil sector assistance and outreach with special attention to vulnerable populations. Responsible for developing the concept and implementation plan for the Expert Academic Discussion and Tabletop exercise portions. 

The contractor shall provide subject matter expertise to assist in planning, preparing and delivering courses that (a) incorporates government-provided instruction and draft scenario materials, and (b) includes complementary curriculum content developed by the contractor, including: a refined exercise scenario and associated vignettes, a participants’ handbook, facilitators guide, and evaluation plan, pursuant to consultation and coordination with relevant personnel. The exercise plan, including presentations, instructional scenarios, discussion problems and other curriculum content, must be tailored to partner nation context and the objectives. 


1. Must have experience in teaching civil-military relations, emergency management, and national security issues to international, senior-level defense officials and military officers. 

2. Within the last two years, recent field experience in disaster response and civil- military coordination, including working familiarity with regional coordination mechanisms and processes. Examples include Multinational Military Coordination Center (MNMCC) and Onsite Operations Coordination Center (OSOCC) organization and processes, Asia-Pacific Military Assistance to Disaster Relief Operations (APC-MADRO) Guidelines. 

3. Within the last two years, recent experience designing and managing foreign disaster response exercises. 

4. Experience to support complex and sensitive bilateral security cooperation activities, discuss complex problems, conduct analysis, and recommend courses of action or solutions. 

5. Experience to work effectively in a team instructional and training environment 


6. Relevant international instructional and research experience in the following areas: 


- Roles and responsibilities of humanitarian agencies in disaster response 

- Incident Command 

- Emergency Logistics Supply Chain System 

- Emergency Communications 

- Protection and management of Internally Displaced Persons (IDPs) and vulnerable populations
