Air Operations Project Lead – Airlift Support Services

LOCATION : Balad - Iraq

The Project Lead (PL) is the focal point for an airlift project supporting the FMS F-16 Program on Balad Air Base, Iraq. The PL is responsible for all aspects of the project including leading, motivating, managing, monitoring and communicating aviation operations. The PL provides sound leadership and effective management during the entire project lifecycle, is the professional interface with project stakeholders and is responsible for the development and implementation of streamlined processes to support project and program needs. 



  • Manage the in-country operations for airlift operations (up to 3 aircraft) to/from Balad Air Base;

  • Oversee and ensure adherence to all safety directives at all levels;

  • Act as a key stakeholder in the definition of project scope and determine the objectives and measures/metrics upon which the project will be evaluated;

  • Implement and maintain a project compliance framework to meet all contractual and compliance requirements.

  • Implement and maintain a robust document and data management control plan to safeguard program and project data for audits and support the compliance framework

  • Develop and implement efficient resource management policies;

  • Act as the focal point for the Balad Project and manage all aspects of the relationship with key client teammates, prime contractor Project Management Office (PMO), wider USG and GoI stakeholders, and applicable decision makers;

  • Provide regular project status reporting, including overall project progress any perceived risks and associated mitigation strategies to the immediate client;

  • Develop trust and communication among all of the project's stakeholders including sponsors, end users, key customer department heads, local influencers and the project team members;

  • Manage local “Op-Fund” and provide accurate accounting for expenses;

  • Deliver services in accordance with the PWS, SOW, contract terms and regulations;

  • Regularly evaluate the objectives of the project in accordance with established Quality Management System (QMS). Capture and apply lessons learned and action items to drive continual improvement;

  • Apply operational risk management methodologies to minimize project risks;

  • Establish and maintain relationships with third parties/vendors;

  • Create and maintain comprehensive project documentation and associated retention policies in accordance with ISO 9001 document and record control policies;

  • Conduct any other delegated responsibilities as instructed by HG corporate, in coordination with client in a safe and efficient manner to meet business requirements;

  • Act as a key interlocutor between CONUS management and evolving business opportunities in the immediate area of operations;



  • Air Force Special Operations Command (AFSOC) experience or equivalent SOF aviation background;

  • Proven working experience in project management;

  • Proven management of aviation operations and flight planning;

  • Excellent written and verbal communication skills;

  • Solid organizational skills including attention to detail and multitasking skills;

  • Strong working knowledge of Microsoft Office and basic budget keeping (excel);

  • Bachelor’s Degree in appropriate field of study or equivalent work experience;

  • In excellent health, with no conditions that preclude deployment to Iraq.



  • Combat Aviation Advisor qualification;

  • Joint and/or AFSOC planning experience;

  • Past operations experience in Iraq.



  • Personnel are expected to deploy for 90-day rotations, with 3-week breaks (19 days off – 2 days travel), between rotations;

  • Compensation commensurate with background and experience;

  • Note: Paid when deployed only; travel days are paid at ½ deployed day rate;

  • This is a rotational, 1099 Independent Contractor position.
