Subject Matter Expert (SME) in
International Military Legal Support
LOCATION : Ukraine, Georgia, Nigeria
SECURITY CLEARANCE : No clearances requirements, but a Secret clearance is desired for meetings and briefings at U.S. Embassies during engagements.

Searching for Subject Matter Experts (SMEs) supporting professional legal education, training and rule of law programs for international military and related civilian partners. Based on current requirement and projected future efforts, we are seeking SMEs who can support important Defense Institution Building (DIB) and Institutional Capacity Building (ICB) efforts across a range of legal specialty areas as shown below. These International Military Legal Support SME’s will support and supplement established programs as members of Mobile Training Team (MTT) engagements consisting of short 2-3 week overseas deployments to conduct workshops and seminars focused on ICB that are aimed at improving, reforming or creating partner nation legal institutions. ICB efforts will include establishing transparency, accountability and oversight, the essential attributes of legal capacity within effective defense institutions. While primary emphasis will be at strategic and operational levels (i.e. Ministerial/Service Command levels), improving and connecting higher efforts to desired actions and outcomes at the tactical (field operations) levels usually becomes part of the discussions.
KEY AREAS OF EXPERTISE:
Proper designation and alignment of roles, responsibilities, and resources for military legal programs and efforts among the MoD, the Services, and field commands (strategic- and operational-level perspectives)
Integrated legal capability planning to identify institutional requirements, conduct gap analyses and develop legal organizational and process solutions (across all levels)
Facilitating change (as requested) from inquisitorial to adversarial trial systems and the roles of military judges, trial advocates and courts-martial procedure and practices
Developing Military and Operational Law systems understanding and integrated approaches across all levels
Advancing partner understanding, expertise and acceptance in key areas such as International Humanitarian Law, the Law of Armed Conflict, Respect for Human Rights, and Support to Domestic Operations to build responsible military institutions.
Facilitate increased understanding and interoperability by developing a shared understanding with partners on the legal aspects of combating terrorism, corruption and threat to maritime security.
Joint Staff/General Staff coordination with Service-focused legal efforts, including revising responsibilities, improving processes and identifying/validating requirements to increase effectiveness by a “capabilities-based” approach to planning and management.
REQUIRED EXPERIENCE & SKILLS:
Minimum LCAT requirements include a Law Degree and demonstrated relevant experience in working with partner militaries and nations. It is critical that our military legal system SMEs have the bona fides that will give them standing and credibility with their senior defense civilian and military counterparts; therefore, resumes must show the significant knowledge and experience that SME’s will provide the Legal leaders and organizations of partner MoDs, General Staffs/Joint Staffs, and Services.
